He's a villain whose 'evil plot' is to kill Bond. It's pretty arbitrary why he's the bad guy.

Pretty much this. I liked him from the moment when he said that the first man he killed was a douchebag that had tortured an elephant in a circus. Also cool dude with an obvious sense for sportsmanship.

Bond is fictional but it's not fantasy

Bond doesnt exactly have a heart of gold, but he mostly just destroys innocent peoples property but never kills innocent people, even during car chases in crowded streets. But that seems to be luck mostly. I dont think his missions would be considered failures if a few innocent people was collateral. But I remember being annoyed that he ruined the fruitstands of poor third worlders and stuff lime that.

In Casino Royale he destroys a medieval palace just because. The damage done by Bond on regular missions is through the roof.
He also destroyed things like petroleum infrastructures which is sure to impoverish the area for at least a short time.

I'm not saying any of these things can never be justified but it's not exactly as if Bond was repelling the Red Army or a Muslim razzia.
What he does to stop almost lone shadow villain is clearly overkill and the actions of a single movie would warrant a scandal so massive it would change the entire structure of British intelligence, yet they are casually reported in the movies with a shot of a journal with M shouting "dur dur Bond, go easy next time".
