Imagine someone has a $500 gold bracelet, now you have a store, you have to pay services (Electricity, water, security and alarms), also employees and taxes, Will you buy that bracelet for $500?? How many time will it take to sell the bracelet and recover the $500?? Also remember due to inflation 500 dollars now =/= 500 Dollars next year.
A good and generous pawn store would probably pay around 60-70% of the retail value, and at the end the will be even and may even get small losses, a smart store would pay you 30-50% and got a bit of profit.
