Oh I agree, but speaking strictly about live action, this one wins hands down.
Also, TAM covered a different time period (SFII), and it seems the sequel to AF will deal with it, so the comparison might become more relevant in the future.

The acting was Highschool tier
The effects were pretty bad but I forgive that they did not have a budget
the costumes were good but the make up was shit

Very good point, and it's also adressed in the movie.
... if one really wanted to get nitpicky, you could point out Akuma isn't asian in it, but at it this point he wasn't supposed to be human anymore. And the actor playing him before his transformation was as Japanese as it gets.
