Because it defies typical horror movie conventions.
Jump scares usually involve something suddenly and quickly appearing in focus, either through the subject quickly appearing, or through the camera panning to reveal something very close.

But that scene doesn't do either.

There is no quick camera pan. There is no scene transition immediately before.

It's just a regular hedge. And then ET strolls out.
You were probably expecting it to jump out of the bush and go oogabooga.
Or be in the house with the kids all of the sudden.

Even if you weren't fully aware of why it was different, your brain probably picked up on it.
Combine that with the news channel context which made it seem "more real", Joaquin Phoenix's great reaction and the amazing soundtrack, it all adds up to a fantastic scare.

There's one in the foreish ground in the scene where they first enter the big room after the collapse.
There's another really close to the camera (which is obvious, but the focus of the scene is on the people, so a lot of people miss it).

And I think there's one in the scene where the main character hears voices and sees the kid.
But I'm not certain about that.

Watched the movie a while ago, so I'm not 100% certain on these.

this movie was truly terrifying imo, i know its almost pleb tier with all the hype and shit, but (pardon the edginess, im not trying to be cool, it's slowly rotting my organs and skin, not to mention every orifice bleeds) i watched on a speed binge after 3 days with no sleep all alone in the house and i was as scared as i have ever been, and even more embarrassing, it moved me to tears several times just from the emotional intensity, which i had never experienced. so it will always sadly be an unforgettable movie to me

The rest of the movie is alright. I think the whole Travis Walton story is pretty interesting.
The movie focuses more on the drama the guys have after their friend gets abducted rather than just aliens. I'd recommend it if you like alien stuff though. Not enough horror movies about classic greys.

The hospital scene is the one that bothered me most in the whole movie, but I didn't find a complete video of it so have this scene instead. Of all the scenarios that can happen in a horror movie, Jacob's is the one that disturbs me most.

The bathtub scene also bugged me because that happened to me once too.
