It has arguably one of the best cliffhangers we’ve had to date for Capaldi’s Doctor, and we once again have another example of just how successful the Zygons are as a Doctor Who villain. As a writer, how difficult was it to get the right balance, and what was the hardest part to write of the entire story?

I think the hardest part of the Zygon story was working out how to present the world of it in a coherent and interesting way. There were so many different ways for the story to go, and such a lot of backstory that I came up with and is never shown on screen (like how the Zygons were resettled, why Bonnie is called Bonnie, what really happened with the murders in Truth or Consequences, and - here’s one out of left field - how Courtney from “Kill The Moon” ends up as President of the USA), that it was hard to sift through all of that and streamline it into the narrative that you see on screen. But that’s how I like to do things - I like to play around, and explore the world and the characters, and their various possibilities, before I settle on what I think’s the best way of getting them through the plot. Improved dramatically? The Zygon Invasion was the biggest collection of stupid behavior I've ever seen in Who. From the sheer stupidity of the soldiers being led to their deaths because apparently the basic concept of "shapeshifter" is beyond them to UNIT basically going exactly where the Zygon terrorists wanted them to go without even questioning whether it could be a trap to Kate apparently not being even slightly suspicious of the random woman she runs into in a town THEY KNOW IS FULL OF SHAPESHIFTERS...
Part 2 was better but the setup was so ridiculous that it greatly diminished what could've been a great story.
Moffet needs to go away. He's been running the show for 5 years now, which is a pretty long time. He's had plenty of time to leave his mark on the show and explore his vision for it. It's time to let someone else come in with a fresh vision and new ideas.

This episode is absurdly uncritical of its own premise and characters are weakly characterized which is pretty bad if you are going to resolve your plot with a passionate debate. Minor characters are ignored to the point of absurdity - Bonnie killed both humans and Zygons but that apparent doesn't count as "going too far".
On the other hand Doctor criticized Bonnie as a tantruming child while idea that humans would club any Zygon they catch out of shape is not even questioned and debated.

Rassilon was practially dead before they even got back to Gallifrey, if he didn't kill the rest it sitll leaves them in a state where they wouldn't be capable of ending time, plus the only reason they wanted to do that was the war itself. If the war is over they have no reason to do it.
