S1 is kind of jarring and the plot doesn't move very fast, a lot of VOTW episodes, but the plot in S2 has been moving at a really good rate.

Only if you have stomach that can withstand pure cheese, don't worry though it tastes great and you only feel guilty some of the time, the first season starts kind of slow but gets way better over time, probably one of its biggest flaws is the Iris/Barry relationship but that has been totally fixed so far in Season 2.

Arrow is cheesy often because it's trying to depict a gritty world a lot of the time. the amount of multicultural street gangs in it just makes me laugh.

You're asking people to compare a low-budget TV show to 200+ millon movie?
Well it's not as party as Avenagers, and it's on CW, so lots of pointless and cyclical drama (but not as bad as Arrow), but it's still the most fun I had watching TV in years.
Barry is great, the supporting cast is great, the villain in season 1 is amazing, but doesn't show up until mid-point.
