The way I had it explained to me was this way.
American society was founded on freedom from oppression. Our entire history literally started as rebelling against military occupation by the brits in the colonies. For this reason alone americans will always hate having a large standing army. During war americans are fine with a large army as the soldiers are not in the homeland, but the second the battle is over they want nothing to do with a large military. This also explains why we see so many budget cuts to the military towards the end of wars and during peacetime. Nobody wants a reputable army until we need one.

The military should not even be an option, at this point, because not only is there enough information to suggest that joining it is only for those who've allowed themselves to be brainwashed by a military-industrial complex keen on retaining what power they have left ... but there is also enough information available for people to make their own decisions on what they'd like to do, instead.
Still, people join. They wish to be broken down and remoulded in somebody else's image.
This is a sign of weakness. Of allowing one's self to be influenced and corrupted by those with power and ambition. Essentially, those who join the military are no-better than mindless sheep.

1] This was a time when veterans were generally being looked down upon. You have to appreciate just how unpopular Vietnam was. It was effectively the first televised war, and the horrors of war were scaring the shit out of the average person. Unfortunately, veterans caught most of the flak. 2] Vagrants/vagabonds can generate A LOT of mistrust, especially a homeless dude with no car and long hair in the 70s.
3] Small town cops have a serious habit of being absolute cocksuckers. The introduction scenes with the sheriff are very important - he constantly/aggressively greets every single person he sees.
