The way I had it explained to me was this way.

American society was founded on freedom from oppression. Our entire history literally started as rebelling against military occupation by the brits in the colonies. For this reason alone americans will always hate having a large standing army. During war americans are fine with a large army as the soldiers are not in the homeland, but the second the battle is over they want nothing to do with a large military. This also explains why we see so many budget cuts to the military towards the end of wars and during peacetime. Nobody wants a reputable army until we need one.

Tl;dr americans are afraid of military occupation thus hate soldiers when they arent needed.

Also a lot of guys volunteered in the hopes of getting a better position in the military. If you got drafted, you were most likely going in to the infantry but if you volunteered you had a better chance at another MOS.

One of my friend's Dad volunteered for the Navy in the hopes of not going in-country, unfortunately he wound up as a gunner on a river patrol boat.

Several reasons, OP:

1] This was a time when veterans were generally being looked down upon. You have to appreciate just how unpopular Vietnam was. It was effectively the first televised war, and the horrors of war were scaring the shit out of the average person. Unfortunately, veterans caught most of the flak. This probably contributed greatly to their PTSD.

2] Vagrants/vagabonds can generate A LOT of mistrust, especially a homeless dude with no car and long hair in the 70s.

3] Small town cops have a serious habit of being absolute cocksuckers. The introduction scenes with the sheriff are very important - he constantly/aggressively greets every single person he sees. He forces them to acknowledge him, constantly, and he views the town as "his". Anything he doesn't like? It's gotta go. He's in charge.
