Hadn't heard of them, so I looked it up. Looks like they are technically legal, as long as nobody's getting pimped or coerced. Assuming the women are free-agent independent contractors, don't pick up on the street, and they all keep their own passports, appears to be OK per the law.

They're legal enough, they have to be sole operators (or maybe they're allowed to have two women in the one premise I think). It's basically 141 similar to Hong Kong
