Just because something happens IRL doesn't mean it makes sense to apply it to fiction. Actual mammal trafficking for their meat is too grimdark to fit in Zootopia unless you've got some serious writing chops to pull it off.
On the other hand, I think meat donating would make more sense - it'd still be grim, but also a bit not grim. Very bittersweet. Some people donate their organs to save lives, and money can save lives as well, and if donating your body raises money to do that...

Well, you see they could always make it that Zootopia is in fact an Earth rebuilt, created and monitored by super advanced AI and giant robot that upon the extinction of their human creators, wished to run experiments on civilization and how it develops and how they themselves should develop and advance. Thus they create civilizations to run tests and observations on for a set amount of time before wiping the slate clean and starting once more. They don't use humans for the simulations because of their fondness for their parents and not feeling comfortable making a bunch of people and feeling bad about having to wipe them out. So they create animals instead, completely clean the earth of any human structure or influence and then secretly guide and direct animal society for the sake of their own experiments.

I don't think so, no. I would argue that as it has its own currency and self-governance, Zootopia is more of a city-state, and therefore the Mayor-as-ruler is really more like a President, but that assumes a lot, and even then, there was no sign of a Co/Vice Mayor to Lionheart, so there's no reason to believe Swinton or anyone else would need a running mate.
Stevens isn't really politician material anyway, he's just a helpful hand to have around.

Bellweather is a great character, isn't she? She isn't just some kind of racist who fears predators or think they are inferior or whatever. She doesn't even consider calling her actions a self-defence.
The only species she actually hates is sheep. She's the same as Nick or Judy, born in wrong species, and if Judy fought to make the world accept her, and Nick just gave up, Bellweather put on cutesy little sheep persona seething with rage every time she puts on her goofy glasses, cutesy dress and seeing in the mirror what the world wants to see in her.

So whilst trying to think of ideas around TT for my zoosona, the lion stuck in TundraTown. I realized I never did properly throw out the basics for him, despite rolling him up weeks ago. Spent a little time yesterday just trying to shape up his life, so here's the basic gist of him.
Malcolm A. Manefield. African Lion, living in Snowball Drive, TundraTown.
Originally a local of Meadowlands, he landed a promising job at Furs National Bank at Peak Street in Downtown; The commercial heart of Zootopia. Searching for a suitable home in the city from afar, he got careless and trapped himself into a bargain lease in TundraTown, thinking he could squeeze out of it when a more ideal location popped up.

Out of universe, I've heard the argument that the primary definition between the canines that were domesticated and became dogs and the ones that remained wild and became wolves is the ability to digest grain. There's a genetic marker that's associated with that ability, and it's found in almost all dogs and almost no wolves. (Why would a canine hang around human farmers if it didn't have something to gain from it?) Mammal domestication isn't a thing in Zootopia, but that ability or inability might still exist; it would be an interesting thing for one of the characters to live with. Clearly Clawhauser has it. Anyone who eats their Bug Burga still in the bun has it. Your diet would be much MUCH more expensive if you didn't.

Two little notes: the phrases that describe Judy taken aback (line 47) by the usage of her name are a little too descriptive, they break the flow of action with all the various names. I suggest using something like: "As Nick put his paw on her shoulder, she was taken aback by the use of her first name. It was clear he was about to be serious with her." The second thing is the repeated usage of the word "well" three lines below, if possible you should find some substitutions. Beware, I'm not a writefag and these are only suggestions so take them for what are worth. All in all, a very nice piece, I hope to read something more from you in the future!

Ending the story with Nick dying would be a little too terrible, after all that bleakness. Nick needs to make peace with Judy's death, and honor her memory without flagellating himself day in and day out, like he does now. Reconnect with his friends and the Hopps family, be the sly, wise mentor he can be to July. It's understandable and heartwarming that he cared so much for Judy that her passing left a hole in his heart... But it's possible to move on with your life and be happy, without devaluing the memory or significance of your dead lover.
