When you find Vault 13 in 2, it's filled with intelligent deathclaws. They got their intelligence via exposure to the FEV Virus, and it varies between child-like levels of intellect to fully grown adult.
The ones you find in Fallout Tactics (The ones with hair) as far as I'm aware weren't exposed to FEV, but are still intelligent, and do the ssssnake thing when talking. You can recruit their Matriarch into your squad, and she has 4 Int. I think if you max their Int and give them the Domesticated trait (Which the Matriarch has), then they cap at 5?
The ones you fight before rescuing her still talk at you mid-fight like human enemies, so they're at least still smart enough to talk.

There may be some halfway decent scalies with hair, and there may be some halfway decent anything with piercings (you might deduce I am not a fan of piercings in real life, either), but those are normally not OCs.

Now and again i will browse some of my favorite tags on e6 and post new stuff I find, but sometimes you guys are already on top of that.
