Rune Factory 4 is a pretty cool game. Farming, love, fighting & befriending monsters, and some plot. There's also cooking, fishing, forging and bunch of other stuff.
It's honestly a very nice game to cool down with, would recommend to at least check out.

Regardless, it's not to say that humans dont use arms for balance, it is just the idea that having a fifth appendage (or more if they have wings) would add some additional options.
Imagine for instance a scaly that decided to use both arms to punch simultaneously forward. They could probably put a lot more of their back and upper body into the strike because their tail would serve as more of a counterweight (assuming it was a thicc tail). Humans can two handed punch too, but i doubt anybody would really want to, because it feels too awkward and leaves you open/off balance.
That's just off the top of my head though, and it is a pretty shit example, but it paints the picture well enough.

A lot of the force behind a good punch comes from twisting the torso with it; punching forward with both arms would have less follow through overall, and it'd still leave them open to attack.
As for using the tail as a bludgeon, it might work, except that a lot of the utility of a swinging kick comes from the fact that the leg is bony, and can continue to exert force on the follow through. The tail is just is thick piece of meat with some articulation.

That aside, soft arts which place more emphasis on redirection of force than on striking directly might benefit from the additional balance.
There are, for instance, some steps in taiji which require the user not to lean too far forward (restricting range), as otherwise the opponent can create an imbalance. A tail could serve to counter that.
