Mostly from the suggestive connotations. You've got this carrot-pop genre that was once trendy, which ran a not-so-subtle rhetoric of bunnies hooking up with their natural predator, the fox. You've got Judy, who was apparently a fan of this genre in her adolescent years, and you've got the reveal that Nick actually participated in the music video of what is implied to be one of the most popular songs of the genre. I like to think it was just a gig he agreed to step into, because hey, the pay was great, and he got to be a show-off on camera, surrounded by cute girls. The main issue is the re-assignment seems to be the natural conclusion. If they are actively in love I highly doubt they'd just up and kill the relationship right there.
I feel like there needs to be some other strong incentive here, because I feel like Nick and Judy would rather take the re-assignment then anything else.
The only way I can see a 'quit the force' scenario is if Bogo gets into a heated argument and in turn pisses off Judy. Being angry over what's going on, seeing things unfair, etc. she might threaten to leave the ZPD... Whether she actually -intends- to is another matter but, she is a prestigious officer and it's no easy matter for her to suddenly resign.
Nick, though, would probably be much more willing to offer his own job instead of hers and leave.
But again we come back to the fact that re-assignment is the most logical route, unless something happens that -really- gets under either or both of their skins about the situation and one of them makes a hasty stupid decision.

That's honestly where I think the creators failed a bit in conveying Bogo's position. Judy is an ambitious rookie, coming high off the victory of being a valedictorian in her academy. Whilst it's not unusual to assign fresh rookies to simple and menial jobs in order to get them settled, it makes even more sense in the case of a hungry rookie like Judy, who is more vulnerable to growing an ego. Even the smarmy way she talks of her achievements whilst disagreeing with Bogo's initial parking duty assignment shows that he made the right choice.
Problem is, Bogo's motives for his approach isn't communicated clearly enough. Aside from a little speech about how one's 'insipid' dreams won't just come true out of want alone, his demeanor and lines don't really make it clear that he's just trying to settle Judy in to the hard reality that she needs to earn her respect. That alone wouldn't be so bad, but it's also coupled with actions that are clearly indicative of the prejudiced treatment Judy feels she's getting; Particularly, how he dismisses her insistence of a savage jaguar attack, because "all predators would seem that way to a bunny", without even giving her the benefit of the doubt. And just as worse, outright refusing to listen to the corroborating statement of a witness, because the witness is a fox.
From the viewer's perspective, it just becomes really difficult to think of Bogo as a tough guy who just wants the best for his people, regardless of their species. Sure, he does thankfully give Judy more credit and respect once she proves her mettle with the case, but it's a bit too late at that point.

I did my best to try to nudge her to grow beyond them and build up her self-esteem, but it seems like every time she made progress she'd go home to them and they'd tear her back down again, and she was too dominated by them to even consider moving out. Gideon seemed like a guy who had/has just discovered that confidence + directness = attractiveness, whether he consciously realized what he was doing or not. Judy confronting him and the reaction of the bunny he was talking to seemed like he was up to no good, yet whatever he was doing, the first bunny seemed to at least be nervously receptive to it. He takes a brief spill into reconnecting with Judy, as if he had forgotten or downplays the traumatic experience he put her through, which pegged him as still in a naively youthful age where you haven't completely internalized past wrongs yet because you're still growing into your own. His "Take off your shirt" comment? Same directness that some people discover on accident and realized its not terrible when people say 'No' and actually does work sometimes.
Judy seemed more unconscious to her attraction to Gideon: her conscious reason to confront him was to stop him from being a bully, but she unconsciously thinks about him as a sexual partner. Assertive dominant people ARE attractive, and plenty of people have no idea why until they're older-- and plenty get into relationships they regret because of that lack of experience. The "God, yes" line establishes complete control, but is she in complete control? I thought Judy was going through an id vs ego moment, and id suddenly took control, but with that comment it seems weirdly rational.
But again, I might be reading it wrong. I might have fucked up the ages, their mental states, their established characterization, and I'm only guessing where this comic is going.

Never really saw Judy realize she had misread the situation-- after Gideon's friendly greeting, which either triggers her feelings towards him in a moment of confusion (and why wouldn't someone be confused why they're attracted to someone who did something horrible to them?), or challenges what she found attractive about Gideon (his domineering attitude), she goes back into her confrontation mode. Gideon even comments that she was lost for a moment. As far as I read, Judy was still convinced whatever Gideon was doing was something she needed to stop.
