i would kill for wave 2 to be the homeworld gems + ruby, sapphire, and rose, but p much all of them aside from peri, rose, and (barely) lapis aren't developed enough in show or popular enough to warrant figures.
rose/greg/connie/lion (and maybe ruby/sapphire to round out the main crystal gems if they get more episodes) are already developed enough and in enough episodes that a kid who casually likes the show who goes to hot topic can see them and be like "omg that's steven's mom/dad/girlfriend/pet!! mom buy me it!!", whereas the same kid would probably recognize peridot, probably lapis after her upcoming bunch of episodes, but will need to have specifically watched "the return"/"jailbreak" and "message received" to even know who jasper or yellow diamond are.
