I will admit that I have been rather disappointed with Weaver's latest work. He seems to not be too motivated or inspired to work on any comics lately, especially after the negative responses he got from the Neighbors comic. Nick and Judy are going undercover at a bordello, things are going to get pretty rowdy from the outset and the sheer number of places I can take this idea is very exciting to me. Looking forward to doing more after my 3 exams are over tomorrow.
Any feedback is always welcomed and encouraged. Clunky, superb work on the new short tails chapter by the way, I personally got a little lost in the description at times where I had to remind myself of the plot thread, but take that with a grain of salt because I'm exhausted from studying all day while trying to make some kind of presentable start to me new idea.

We have a lot of new drawfags who have seen the sucsses of weaver and co. and now they want to contribute.
Normally this would be accomplished by making art of Zootopia, but ever since the major drawfags adopted fursonas the minor ones have wanted theirs too.
This means we have a lot of low effort posts of random animals that really have nothing to do with Zootopia and are more general culture than anything, and since people would rather spend time drawing an animal they feel "connected" to than actually draw a funny comic or good fanart, we got a lot of those pics.

This is very much tell instead of show. I would revise this sentence. You could take this chance to characterize him a bit. How hard is he running? Is he shocked? Does he see this all the time? Why is he running if they were just bodies? Maybe he knows them? What is he thinking. Again, this is a GREAT chance for some characterizing.

He alternates between very proper and very 'gritty' dialogue, if that makes sense. One minute he's swearing a storm, the next he's reading a script. I'd change this to fit his earlier personality.
Overall thoughts: Great writing. I think you nail down the tone and the grit REALLY well. I can absolutely see this coming to life. You've got a great economy of words, really punchy dialogue, and overall I can tell the talent is there.
Some minor edits that need to be made, nothing that you wont be able to handle. Like I said, this story really comes to life, and you've got some very "Noire" sounding prose, if that makes sense. Let me know what you think of my edits.
