Don't know for sure, but sharkgirls are often portrayed as punks or thugs or similar things.
Which I think is fine since sharks have a nasty reputation and those characteristic teeth can make for some pretty evil grins.
But apparently a lot of artists think neon hair goes well with that sort of image.

I'd assume they have lips of some kind, although maybe not the pink, prominent kind we're used to.
Because talking properly without lips would be pretty difficult.
