Yeah, not a fan of the partsforming, but given the design, size, proportions and other limitations I guess they didn't want to overcomplicate things so the legs can extend and and move to their place in gun mode. It's more about the novelty than the perfection of the transformation.
And it's pretty cheap for a GSC figure, too.

Does it matter? It's much more of an transforming toy than an action figure. I think all joints are for the transformation process.
