well since many amiibos can be read from a 3DS screen I guess the chip is blocked to prevent people from using them in the store. One example could be someone scanning it into their copy of Smash Bros and giving it an obscene nickname or something. Infinity, Skylanders, and Dimensions don't have to worry about that since their portals are a separate piece of hardware that needs to be plugged into a console.
