I always figured it was because the normal Star Wars figure line was that scale before switching to 5poa and slapped the black series label on them to justify bumping up the price or something like that.

It went like this, in a few products there was no Rey that had multiple characters, the biggest one was the monopoly set. Some person complained and everyone else reporting on it decided to be vague and used very broad unspecific wording making it seem like Rey was not getting very much product at all instead of it being a more isolated thing. The few people who did actually check the stores, if they checked at all would have felt their opinions based on vague reporters to be confirmed, because this all happened after the movie came out which resulted in a lot more Rey selling out. They don't see Rey at all but see TONS Finn and not being the sort of folk to care about toys enough to know what shelf warming is, automatically assume they didn't make Rey.
That's what it appeared to me at least.
