Right, I'm looking for a tabletop system that will be good for a game involving teenagers investigating spooky shit in their neighborhood, does anyone have any suggestions for it?

Little Fears is exactly this, but with children instead of teenagers. Haven't played it, but there shouldn't be too much hassle to reskin ut as teens

OP, Call of Cthulhu or Trail of Cthulhu should be fine. CoC is actual RPG experience, ToC is RPG lite.
Chronicle of Darkness Core book. It's for playing mortals in a very dark world.

New World of Darkness core book is all about playing Mortals in WoD, and there's several sourcebooks describing playing exactly what you're talking about - mortals exploring supernatural shit.

Nemesis would probably work. Simple enough of a system, and combat would not be something teens would want to participate in, which would promote running and traps.
