But they do. Only not on a planetary scale but at a Sector or Galactic scale. To the Imperium High Lords, planetary battles are like a firefight around a house for today's General. Outflanking means bypassing hundreds of planets for example. Who really cares what happens on a continent when you got quadrillions of soldiers.

See I can see why you might think that, but that assumes that there is little ranks between the men on the ground and the Sector commanders when in reality there would majors, brigadiers and generals commanding their respective sections as well, each attempting to use the forces they had available to best effect in their active area. Just because a sector commander can see the big picture, doesn't mean that that reduces the tactical capacity of the people below him.
The only exception to that is if your commander is channelling WW1 British Stereotypes (In 40k, its more common than you'd think)
