Chaplains are meant to anchor the faith of the space marines against warp influence. Even master librarians have their minds fucked with and their resolve twisted and tested every battle, sometimes laying prostrate after a difficult psycic battle and needing to be recovered by fellow marines.
Combining the roles is a fastrack to a fall to chaos. Combining your shield with your weakest point.
