Depends on the cartridge. Ammunition has variable propellant volumes and bullets have different aerodynamics. You can get more out of a shorter rifled barrel by tightening the spin of the rifling but that only gets you so far.
As a rule of thumb, longer barrel is always more power and distance, just don't get too carried away.

Also, while not pictured. I've seen some art where the weapons have a sort of diamond plate strike face in front of the barrel. How valid of a tactic is it to poke people in the face with your rifle/pistol if their right there in your face outside of pure desperation?

Modern weapons aren't designed as melee weapons. They general have pistol grips and a long obstructive external magazine. You would probably have just as much success hitting your enemy with the butt of the rifle or pistol whipping your opponent. More traditional rifles are streamlined enough to function quite well as a spear making melee attachments more practical.

We've seen plenty of examples of hybrid gun/melee weapons, assuming the materials used to construct the weapons can withstand the forces exerted on it would a cylinder be ideal for such a weapon?
Assume a very basic sort of shotgun/rifle with a large axe like blade that you can stab with as well.
