I thought that Dominaria was a lot like Zendikar; pretty torn up and hard to have an advanced civilization due to all the wars/end of the world events.
I mean you had the Brother's War, an extremely long Ice Age, Phyrexians invading, and then time itself hiccupping and destroying everything.
