Ultron made deals with people. He worked with the twins, he bought out Klaw's materials rather than just steal them. He certainly tried. Loki is above all that and puts his interests ahead of anyone else's.

Cap and Ironman definitely need to be switched after the events of "Civil War." though one could argue that in the very, very end, Tony has shifted to more Neutral good

the whole character arcs for Tony and Cap have basically been about a chaotic guy becoming more lawful and a lawful guy becoming more chaotic respectively.

No way, Cap is incredibly consistent. He is about saving people and doing what's right within a system, but is against totalitarianism. Breaking laws doesn't mean you're not lawful. Cap is lawful and wants to provide a system of authority, but not an absolute one like hydra, or shield or the accords. He is against the authority these systems provide. Refusing to accept terms does not make him CG or even NG.
Similar with Tony, he is about being Iron Man. his ego and need drive him. Its drives pepper away, he doesn't want to retire, he wants to be seen as doing good. He is self serving and will do as he deems fit, He is still very much CG in Civil War.

It's also worth noting that Cap inherently connects himself to institutions. The army, SHIELD, the Avengers... he feels lost unless he's functioning as part of a group infrastructure. He'll turn on that infrastructure if he thinks it's in the wrong, and then he'll try to reform it or find a new group that he thinks isn't wrong, but he always uses the group to define himself.
Which makes whatever he gets up to post CW all the more interesting.

and tony tries to be above such organizations. He signs the accords, works with Ross, but then immediately does as he pleases to get info he wants and works outside of Ross's authority. This is not a lawful character. He was mending his on conscience and personal image, but wasn't really about trying to work with Ross.
