Delta Green, Call of Cthulu, Unknown Armies--and all the other systems not necessarily designed for it but where a conspiracy enhances the campaign.
GMs: do you have some vast, malevolent council running things? Is a cabal of sorcerers or generals trying to keep the lid on a terrible secret? Is it elaborate and hidden or just beneath the surface, are there multiple competing groups at the top? Is everything your players think they know about the world a lie? Is it the lizard people? Tell us about the conspiracies in your campaign.
Players: Have you begun to uncover the secrets of the universe? Do you suspect that you're being handed a sequence of clues that will lead you down a dark, irreversible path? What makes a conspiracy memorable to you?
Everyone else: what's some good media with conspiracies and hidden depth to it? Good music for sessions with conspiracy content? Got any cool conspiracy pictures, like Agartha? I just got done watching Gravity Falls and I'm working on the cipher stuff right now.

Had an idea for a hollow earth setting when reading Maoyū Maō Yūsha.
The hollow Earth world would be in a slightly different dimension. Out of phase maybe with the outer earth world. In their out of phase dimension the Earth's Iron core would be their Sun.
I've always wanted to run or play in a campaign where the PCs are all members of a secret government agency meant to deal with the paranormal, only to play it as a workplace-comedy/slice-of-life game with elements of horror.

Try conspiricy X. Not enough people try that. Its like delta green except your all Moulder, instead of some tacticool vietnam veteren. But you can totally roll as one of those too. Its just more of an investigation led game. Like CoC.

The major conspiracy of the setting has to do with the gods. All of the real gods were killed untold ages ago in some celestial war, and the current ones are merely pretenders to the throne, using stolen power

Maybe something like that, yeah, though there would be coverups involved as per usual with the conspiracy genre. What I'm imagining is a game in which the agency in question is an unacknowledged, underfunded and unpleasant one. It's the sort of place an agent is assigned if they've disgraced themselves or have otherwise caused problems for their home agency and can't simply be fired or "terminated" for what they've done.
I could imagine that this agency was a big deal in the 1950s or 1960s, but did their job a little too well and a little too secretively, such that at present they have no where need the importance or punch they used to.

Did the PMC fighting the paranormal/occult in the modern day with everything from AKMs and ancestral cavalry sabers. The DM took Hellboy comics as a big inspiration, grim dark humor.
It was enjoyable as hell.
