It's kind of a matter of interepretation - eithe only one Sister of Battle has ever fallen to Chaos, or only one has ever willingly fallen to Chaos. The latter is distinct in that it implies that Sisters can unwillingly fall and be corrupted.

The big problem is that the techmarines learn their rites directly from Mars, and are more or less adopted into the Cult of the Omnissah.
Since the Sisters are a very religious organization, it would be heresy for them to try and follow both the Imperial Creed and the Machine Cult. Even with the 'Emperor is the Omnissiah' belief, it would cause some problems.
