I would get rid of the tails, and get rid of 12, 13 and 17 but then keep the rest for the sake of variation.

Maybe keep the tadpole tails for the young ones.

and if I had to pick, I'd say 3 for the average Palmoni and 23 for a more bad ass warrior type.
