What would be the best system to play Power Rangers? It would need to cover mechanics for martial arts, magic/superpowers, giant robots, morphing, etc.

Savage Worlds. Just use the core super power and sci fi companion. Re-skin a giant robot as a giant kaiju as needed and use the race building rules to make evil monsters. Everyone gets light power armor and a vehicle size 6 or smaller.
Tri-stat, if you want a lot of toolbox without the need for five hundred books.
If you don't mind similar and d20, BESM d20 quite literally has a class for this.
From there I'd suggest Mutants and Masterminds, and beyond that I honestly couldn't suggest anything, mainly due to inexperience with trying to make Sentai in other systems.

If I want squad level combat with 3-5 specialists who all have their own styles, strengths and roles, with colorful special abilities/moves, the answer is either D&D 4e or Strike!.
If I want to emulate the genre, I find a genre-hack of one of the narrative systems (a *World game or something FATE based).
If I want something in-between, modified Savage Worlds.
That more or less covers all the bases short of "But Anon, we only want to play 3.PF or 5e, not any of your MMO weeaboo story game bullshit that aren't even REAL RPGs!"
