I'm thinking since the champ is a slaneesh worshipper maybe the planet was brought to chaos through guile rather than force. corrupted the planetary govenor or subverted the imperial cult. hence the glut of new cultists as well.
maybe they helped unearthed the hulk on the planet and havn't really made an impact with it, hence the lack of blessing.
