Sure because one of my settings has race of (permaloli/shota looking) catgirls. They were originally created as (sexual) servants through genetic engineering by long dead civilization. They would be kinda bad choice for player character though because in their current form they're pretty savage and their culture is pretty much stone age hunter gatherer tier. They're also relatively short lived and not very intelligent because they weren't built for that.

Anime and manga are visual styles, as "cartoons" are for western animation, but the descriptive character stylings and personalities should be reflective of the overall theme rather than the visual medium. There's serious anime and manga, shit that's downright insane, lighthearted stuff, parodies, stuff that's way too serious while also being silly... I don't have the names for them since I'm not a huge anime nerd, but I suspect there's more descriptive terms out there than "tsundere" and "yandere" which deal with character personalities more than stylings.

If you want to roleplay catfolk that's fine. If you want to roleplay "anime" catfolk, you'll need to define what you are talking about. If you want to play an "anime warrior" that tells me nothing. Berserk is an anime with a distinct style in warriors, same though goes with Bleach and Naruto. Same shit with the catfolk. You want to play a scantily clad fapbait trap or a lost soul that has "social stigma" writen all over them? Again, anime has different genres in and on itself. You can't tell me "I'll play a movie style samurai", because I don't know if you're talking about a Kurosawa film or a Reeves film.
I would have them tell me of the races backstory and go from there, If they are serious they can come up with something beyond 'Catgirls XD'
Also the usage of 'Anime' means most likely not.

Players usually have difficulty doing well with close-human races, having them do something with as divergent a culture and life as some kind of bestial race is right out of the grasp of most players.

Lots of "anime catpeople" were originally created as expendable soldiers. They're nimble and can see in the dark, you see. In peacetime the survivors become second-class citizens who live in slums, and many discover that their talents make them excellent thieves (which doesn't help the race's reputation).
In some depictions, catboys have a late but dramatic puberty which turns them into muscular tiger-men. The idea is you use the kids as scouts, and the adults as berserkers.

In my Uresia game, anime-style catpeople explicitly exist and beastfolk in general are one of the main races.
In my Exalted game, there are multiple possible origins for anime-style catpeople, the main ones being 'byproduct of first-age Solar bioengineering' and 'wyld mutant'.
In my Princess: the Hopeful game, some Nobles - mostly Clubs, but there's a few in the other courts too - do spout anime-style catperson ears and tail when they transform.
In my Rogue Trader game, I already employ stable-strain abhumans, though given my great love of beauty any anime-style catperson would have to be truly exceptional to justify sullying my actual PRESENCE with their deformities on a regular basis.
I'm not really in any games where they can't make sense at the moment, but if I were, I wouldn't allow them just because asked. And, obviously, no anime-style catpeople without a good backstory... but then, that ban extends to other, more typical races too.
Since most of my group enjoy anime/manga in general i wouldn't have a problem with the Catgirl nor the Catboy if there's an option to play as one in the books or exists in the setting.
I'm not going to add more work to my workload as a DM creating a new race an backstory for that race just for one person.
