Nevermind the setting, what is the better class.
Wizards are better at UNLIMITED COSMIC POWER.
Bards are better at fun and roleplaying, unless you play a Wizard and deliberately stand back enough to let the other players have fun.

Wizards are normally mechanically more powerful, but Bards make for a much more fun roleplaying experience.
Wizards: "I cast a [spell name]"
Bards: "I swing from the chandelier while singing in Elvish, land on the table, then I cast [spell name]"
Bards are best if you want to play an interesting and fun character.
Wizards are best if you just want to obliterate everything in front of you.

Bards spend more time on the road, so they are likelier to be batter at riding powered unicycles.
But Wizards, after spending time studying up on the subject could probably magic up their powered unicycle to improve/customize them.
wizards are usually better mechanically. i say usually because wizards are really good at what they do; casting spells. but besides that, they can do shit else.
bards on the other hand have a decent amount of versatility. they're much weaker casters (level of relative weakness depending on system, assuming 3.5/PF) but can make pretty decent ranged attackers with bows and some feats. not to mention they're good skill monkeys.
RP wise, a bard is a lot easier to make fun and interesting than wizard.
