If you're playing 5th edition you could play the Shadow Monk and flavor your 6th level teleport as "I leave a shadow of ice and teleport to some other area in ice lool"

There is a cryomancer PrC in some random 3.5 splat for psionic characters. I imagine if you get the feat that makes you psionic and multi-class into it as a monk it should do the job

What system? It'd be super easy in for example GURPS, but to make him in like 3.5 would both not be very accurate and really awful in actual play.
