I think one thing that defines superhero genre is that everyone empowered is personalized. For example, only Iron Man and his explicit knock-offs tend to have power armour, if everyone had it, that would not be superhero genre, that would be sci-fi about power armour, like Starship Troopers.

So lots of people with superpowers and no uniformity among them (So there's a wizard that turn people into sheep and a wizard that can drink all water in the river, and not just a generic wizard with assortment of spells). Basically what >>46434349 said.

There's only so much distinct powers, sure, but superhero status does not have default loadout. Compare to most modern fantasy wizards, for example. Harry Potter is defined as a wizard and draws from a pool of abilities thousands of wizards can draw because wizarding is defined as a generic label.

What kind of fantasy tropes should it follow? What kind of superhero tropes?

In my opinion here are the musts:
S) The setting is primarily mundane, with supers being exceptional
F) Magic exists but wielded by few
F) There are magical creatures and non-human humanoids
S) Supers aren't afraid to stand out. They use distinctive outfits and cool names. Some hide their real identity
S) There must be some way to spread the info about stuff happening fast than by word of mouth

But those weren't superheroes. You don't become superhero by wearing silly or flashy clothing. You need super powers too or just to be really bad ass guy and most guys with flashy clothes back then were pretty much pampered nobles.

Yes. Exactly that. Some with innate and very specific "super powers" that cannot be easily replicated with magic. Just straight up comic book style superheroes in a high fantasy setting, no more no less.

One thing about it: it might be a good idea to ban D&D-esque wizards because their magic lacks a unifying theme. They're just way too fucking broad and it might do good to replace them with stuff like elementalists, and illusionists and summoners and so on.
