You are somehow implying all the Ultramarines and their sucessors just simply let a heavly armed Inquisitorial convoy get within range of Maccrage, disable it's shields, it's vast defense fleet (which rivals the one on Terra) AND not shoot the Inquisitorial fleet out of sky the moment they noticed what was going on.
