A game that takes place in an earth a few billion years from now, after the rise and fall of many advanced civilizations, where science fiction tech is so advanced that the current relatively fallen cultures think of it as a sort of pseudo-magic. What we'd call a plasma gun, some parts of the world might call a fire lance. Others might call it a plasma gun, but they wouldn't know enough about it to make one, just keep theirs from breaking.

It's a really cool setting, but a lot of people immediately dumped it because it was Monte Cook's baby and was the first game (that I know of) made with his Cypher system. At least, I think. The Strange might have come first.

Imagine a world that was at a time occupied by the Forerunners, ancient Humans, Covenant, and UNSC from Halo. Then a couple million years go by, and the world is then touched by all the races of Mass Effect, and then a couple million years go by, a few other sci-fi civilizations that ran on hard light, nanomachines, and fucking magic by any other name all rise and fall.

Now you're born. In a world where all of these ruins are being revealed and people are trying to find a way to live with them. In a world where the wind carries nanomachines and that generator that keeps your town alive and feeds your food-makers power requires salvaged parts from fallen sky citadels that only a few select members of your priesthood can understand.

Then a few bandits come by on their metal steeds, burning lances mounted on the back spitting crimson beams of death--so long as the drivers don't bump their mounts too hard and jostle their weapons too roughly--and you grab your heat-powered sword and flip the switch to feed plasma into the blade lining, hoping it will work this time, as you feed the last of your archaic batteries into your light-lance to get it running so you can fire back.

Your village holy man dons his holy armor, and with a whine and a whirr, the lights on the visor kick on so that he can pick up the large cannon and fire it at these maruaders while the rest of your warriors get into fighting positions.

All this bother for a relic that your priest is hoping will keep your town generator running indefintely, making sure that your tribe doesn't have to pick up and move to the next sky citadel crash and finally settle down.

Numenera came out before The Strange. The main problem with the Ninth World as a setting (as well as The Strange to an extent) is that it's essentially limitless by its very nature. Technology is so advanced and literally omnipresent that there are seemingly no constraints on what does or can happen in this world. At least in The Strange you had worlds where magic didn't work, or where psychic powers were possible, but you really had no idea whether someone was capable of, say, mind control or teleportation or seeing the future. As someone who likes to play in and run story-driven games with mystery elements, this is infuriating, because nothing is impossible in these settings, only improbable.

The main problems with the Cypher System itself come from how it handles character resources, chance of success modifiers, and tactical options. It would take a long discussion to explain how it screws these game elements up, too much to really discuss in less than two or three posts. Suffice it to say that they suck.

I like the Ninth World, but I agree with this. I wish it was more fleshed out, and I personally just wouldn't play the game with the Cypher System. In a perfect world it would be way more fleshed out, maybe with a few novels, and there'd be an OpenSix/MiniSix conversion for it. At least, in my opinion.

If you're looking for an awesome setting that's like The Ninth World, very bizarre but cool, look up Mechanical Dream. It's very cool, and suffers from the same problem of rules being kinda awful. In Mechanical Dream's case their rules are just too complicated and sometimes oddly unspecific or even omitted. The setting is pure gold though, if blurry around the edges and suffering from poor translation (the writers were french canadian I believe, the only reason I have a physical copy at all is because it was published locally).

In both cases I recommend using GURPS, just because it can handle nearly everything in existence, or Savage Worlds / FATE if you're more into that.

Check the pdf sharing discussions if you're looking for one, I just have a physical copy. I would honestly recommend you try to get a physical copy legitimately, but the company went bankrupt about a year after release and copies are exceedingly rare from what I can tell.

Here's what the book looks like, one of the covers at least. The book has two front covers, and is divided into the Dream side (shown) and the Mechanical side (which is brown and has gears on it). The Dream side is 100% setting information, complete with occasional glossy full-colour artwork and sidebars explaining key terms. The Mechanical side is 100% gameplay information, listing everything you need to know to make a character, equip them, and play the game. It's interesting in that the Dream side lists just the lore of races, while the Mechanical side lists mostly just their racial modifiers and special benefits. I would be impressed with the layout if it wasn't so completely insane.

Something you should know about the setting - it's one of the only examples of Biopunk I've ever seen. Basically, the ecosystem of the world is divided into Naakinis (flora and fauna similar to our world) and Kainas, which is populated with Kaiju-sized reptiles, bugs, and Kioux trees that are literally 8+ miles high. So, society is largely built in and around these giant trees, which are mined for resources the same way you'd mine a mountain. Since metal is actually very rare in the setting, that means that a lot of weapons, armour, and even advanced tech is built out of organic or semi-organic components. It's awesome and totally unlike any other setting I've ever seen.
