That all possible moves of the game have been explored and assuming both players follow optimal strategy you can tell reliably game outcome just by looking at the board state.
Artificial intelligence for Chess and Go doesn't actually explore all the possible moves (that would take too much time even on supercomputer) and instead employs heuristics that will look for good moves without having to explore all the moves. When sufficiently advanced this heuristic can allow computer to outplay human, but games still doesn't qualify as "solved" because all game states have not been explored.

A solved game is one where an optimal solution can be found at any time by a computer that will check all possible solution. Two computer playing a solved game will only make optimals moves, resulting in a draw, or the first one to play winning.

Anyone who's played Chess competitively will acknowledge it's glaring flaws as a game.
You seem like someone who has developed an attachment to chess, but never gotten past the beginner stage. It certainly remains intellectually challenging past that stage, but you'll find that the actual choices being offered to you as a player become much fewer and farther between. Most often you'll have one correct move, and if you fail to remember or visualize that move in the allotted time you'll lose.
Chess presents the illusion of choice in a deterministic system. By the standards of contemporary game design, that makes it a poor game.
It's fine to say, "I enjoy chess despite it's flaws" but blindly defending it is ridiculous.

You're correct that half the game is memory; since you could really save everyone a couple hours a tournament by declaring your opening and starting at move 5-8.
If the game was as simple as memorizing the "correct" move, quantizing skill would be easy; We'd just be able to rate players in nine or ten categories based on how well they've studied the game.

This is for you(if you didn't already know otherwise) and anyone else not familiar with the rules of Shogi. In Shogi you can use an opponent's captured pieces by redeploying those pieces to a spot on the board as part of your move. Naturally there are specific limitations of when and where you are legally able to do so with which particular piece(e.g Pawn cannot be deployed to give checkmate but can be deployed to give check.)

There are 3 degrees if solved
Degree 1: we can know if with optimal play, the game would end with draw, or some specific player wining
Degree 2: AI/we will always know the best move to make, no matter what other player plays, as long we play with the first player to make some decision
Degree 3: No matter what player we are and possible situation we are at, we will always be able to know the best moves ever to make.
Some specific checkers variant (unlike chess almost every country have their own variant that is the default) is solved ( degree 2 )
Many small boards go are solved (all X * Y boards where X * Y is 30 or less and X is not 10 times higher or smaller than Y)
Most of those are solved on degree 2, but the ultra small ones are solved on degree 3 I think.

While chess isn't solved it effectively means that you can calculate the moves required to either win or get into the best possible situation regardless of opponent's actions. Tic Tac Toe for example has been solved, if you know what you are doing you can always force a draw.
