Is there any TTRPG system that uses exclusively percentile rolls, with all the modifier and stats involved being percentages? I know some of the board games we play here on tg use the percentile roll and that's fun, but I mean when you make a strength check, you add your stat-given 85%, take away 30% for difficulty, and roll to make it over 100.
Has this been done? How feasible is it?

Percentile systems are generally Roll-Under, like Call of Cthulhu and Unknown Armies - it makes working out stats and stat progression a fuck ton easier compared to roll over percentile.
