Basically, after the Iron war happened thousands of years ago, Mars was left a half-terraformed mess with a radiation problem from the half-finished atmosphere and a population considerably larger than its meager agriculture could support. The only solution to these problems were the fancy tech left in old facilities, many still ruled by the insane, hostile AIs they had been fighting in the war that caused all this.

The faction that would eventually come to dominance on Mars took the "better living through technology" idea, mashed it with the fact that the technology was their salvation from living on this rusty hellhole, and the personification that people who don't really understand how a machine works tend to give them, and took it to it's illogical extreme: becoming the Adeptus Mechanicus.

Mars as a technological powerhouse is fairly rare in Sci fi, Mostly it comes up in settings where Earth's society started to collapse/regress after Mars was colonized.

well there might be a few more stores if you count ones where they find xeno tech on mars rather than mars having a more advanced society.

It's explicitly mentioned in the original Doom manual that the reason you start off with just a pistol is because you were left behind to "secure the perimeter" while all of your buddies went in with all the cool toys. When the screaming from the inside died down and the radio went silent, that's when you head in. It has nothing to do with "Mars has all the cool shit".

Not really, in the Final Doom games the UAC relocates to both the Amazon and Io. Mars is just one of the locations they're based at in Doom 3, and in the original it was Phobos and Deimos, not even on Mars.

I'm pretty sure Mars is the least advanced planet in that game. Cabal tech is definitely the lowest of the enemy factions, and the Vex on Venus have much cooler gadgets than the Vex on Mars.

A lot of settings do that.
However this has a completely logical reason.
A society founded on a planet where you need technology to not suffocate, where you need technology to not die from radiation, where you need technology to have basic food, and spaceflight to connect to the majority of humanity.... such a society is bound to be focused around technology, and produce tons of experts in that field and thus the institutions to teach them etc etc.
Additionally they're always mostly progressive, because you get on mars by merit and mostly not by having money, since life there wouldn't be too luxurious, and the people who would actually live there would most likely not like earth and the way things are run here too much. And since they are smart they would quickly realize that the current political system on earth is shit, so they would be progressive too.

in fairness, all we see of the Cabal on Mars is their basic military shit, and that's an expeditionary force from a massive interstellar empire. Makes me wonder if they have stuff that surpasses Golden Age technology. I don't think the people of the Golden Age actually got to the point that they were colonizing outside the system, so it's more than likely.

Cloud cities on Venus may be possible. IIRC there's a layer in the atmosphere near room temp that has O2 present.
