going by what anydice says, this thing is all also weighted towads 21 (uniforms) and the further you get from that the more uncommon things get.
rolling 1d40 is bettter from a probability standpoint
and for irl where d40s aren't a thing, the formula (1d10) + (((1d4)-1)*10) nets a even probability for numbers 1 - 40
