It's not anything too drastic, and I can't think of a specific example off the top of my head. But the character just slowly gets a little more and more sarcastic and dry as the books go on. He was completely devoid of any charm at first, he just acted like a bully. But by around Order of the Phoenix he's a little smoother. The problem isn't that Divination doesn't work, it's that symbols are an inherently tricky medium to process. If I see an image of a Centaur, is it a man on horseback, a horse animagus, some sort of brilliant archer because of the zodialogical sign Sagittarius, or is it just a fucking centaur? I can't be sure in the Harry Potter world.
But by comparison, they were using relatively imprecise methods, tea leaves and crystal balls, general gazing. It would be interesting to see how Tarot, which uses direct questions and a series of cards with defined meanings, would work in-universe.
I suspect there's a list somewhere of powerful Diviners, and they're banned from certain venues and activities, or listened to in certain circles.
