I think it would be neat if it was represented as a giant city - the Emperor represented order, in a way. However, the city basically takes its design from every architectural style tried in human history, all smashed together. You can even find forests and woods with villages in it if you look.

The guardsman wanders confusedly through the city, his lasgun raising warily at every perceived noise. Bootprints traced his path through the cobblestoned streets of 17th century London and the steel mesh of a 22nd century starliner he was still covered in mud and dirt from the distant agri-world of Celtara IV. Such mud was being carelessly pressed against the marble of a Greek pillar that he leaned on as he tried to get his bearings, marveling it how the tiredness seemed to leave him - he knew it had been weeks since he had slept a decent sleep, but he felt better than he had felt on the onset of the campaign.

He adjusted his helmet, fingers running over a hole through it that he didn't remember having, peering out against the collection of strange buildings. They were all neat and tidy, roughly the same size, but so different. A castle that looked like it belonged on an feudal-world. As he gazed, he began to notice the lightning - yellow paunt daubed onto the leather of tent flaps, inlaid in a mosiac at the steps of the church, chiseled into steel floors and stone walls and crude adobe houses...it was everywhere. The guardsman couldn't see the wings of the Aquila anywhere, but there was no sense of taint, only a sense of welcomeness, and that terrified him more than if this were a place of Chaos.

"Where am I?" he called out in frustration, touching the Aquila around his neck, fearing for his immortal soul.

"You are with me." A loud voice returned from down a distant street, a voice that made the hand at his necklace fall to his side. "And you are home." And he was afraid no more.

Slave pits and drudgery. Just that, nothing else.

I always preferred the idea that the Emperor, mighty as he was, fractured his mind post-throning, as is shown in some books. There is still a main 'emperor' but as well, various greater daemon style beings split from him, who each carry out the will of humanity in their own way.

An extremely well-ordered city of immeasurable size and scale - enough to make a man feel like an insect, were it not for the uplifting nature of the statues, reliefs, and other architectural bits and bobs that form it. Even the tallest statues are looking up, towards the high palace at the epicenter of the city; any man who sees them knows they, like himself, look to something greater.

Unlike the Imperium, there are no skull motifs to be found in the Palace, for those who dwell there have already paid their debt, and need not fear that death may take them twice.

In the heart of the Palace, in the throne room, sits the Emperor himself... within a cradle, affixed by chains to the throne.

It would also be great if the Valhalla battles were also part of the emperors plan to expand "imperial heaven"
The emperor in his current position on the realm as a child not having full power (in the way of the other gods) due to his tie to the golden throne; creating the shamanisation and fractured nature of his spirit in the realm his heart the babe in the cradle.
