How would you design an (chaotic) evil wood elves faction?

Protagonists are the industrial, civilization-advancing Dwarves while the Elves are Mary Sues trying to keep status quo. More or less James Cameron's Avatar but Dwarves instead of Humans & Elves instead of Na'vi & the Elves without the Na'vi's plot armor & author's wanking.
Carnivores with anthropophagic tendencies who were created by the god/goddess or hunting. Among themselves they work in a wolf-like pack whom are disturbingly loyal to their tribal-members, but view all other sapient species as meat to be hunted. they even favor hunting a certain few species due to the challenge involved. a key mental aspect in them is that the thrill of the hunt of intelligent prey is heightened in this elven race to levels that other species utterly fail to comprehend. Even the strong orcish tribes whom are very skilled and hardy hunters are unnerved or even straight up fearful of this fey species spun from the hungry mind of the wolf-god of hunters.
