He's based on John Henry. His civilian identity is literally "John Henry Irons" he first showed up during the death of superman story arc but didn't put on the suit until the reign of the supermen arc. He's not an uninteresting character. Hell he was my favorite character from that arc until suoerboy grew up a little.
