Savage Worlds' Slipstream is pulpy, Flash Gordon-style sci-fi complete with animal-men and so forth. That's not too far from what you're looking for. I think there are a few Barsoom / John Carter of Mars-related games (though their names escape me at the moment, if you google stuff like Mars, John Carter or Barsoom along with RPG/Role Playing Game, I'm sure you'll turn some stuff up).
Barbarians of Lemuria would make a great basis for a planetary romance campaign, you'd just need to drop in a few rayguns and (maybe) drop the magic-related careers. Hell, you wouldn't even have to change the existing weapons, just make conventional/futuristic ones that are a bit more effective (maybe getting +2 or +3 damage... remember that getting the better of two d6 rolls gives you about the same average damage as a d6+1). You could check out Barbarians of the Aftermath, which has a build-your-own, toolbox approach to post apocalyptic settings using the BoL systems. It has rules and guidelines for making futuristic weapons.
Possibly Machinations of the Space Princess, which is based on Lamentations of the Flame Princess / Basic D&D. Possibly Buck Rogers. You could easily play a Star Wars rpg in a way that fits what you're looking for (either changing the setting, or just tweaking it).
Try googling "sword and planet", "planetary romance", "retro scifi" or "pulp scifi" role-playing games.
