Let's face it, most of the stuff you'd find after society crashes won't look as nice as it does in Fallout. And there's a lot more to survival than guns and armor.

what possible surface would it be better to wear those over going bare foot?
The only thing I can think of that would be painful to your feet but not slippery would be in the aftermath of a forest fire that's still hot.

Maybe you could combine them with these.

It would keep the soles of one's feet clean as well as protecting the feet from hot surfaces like pavements and beaches, dangerous unpleasant items that might be one of the ground such as nails and snails, and hellp protect the feet from rough surfaces like gravel.
