IIRC his time-travel is limited by him only being able to travel down his own timeline. So he can alter the things he did in the past, like changing his plans in the past to take into account what the enemy will do in the future, but unless he was in the position to wipe out humanity himself (or get somebody to do it for him), he wouldn't be able to do that.

Can C'tan Shard get senile? The fluff description says when the "Stars are right" an ancient power is restored to him. Implying at some point he had lost his godlike power but it returns to him whenever the Stars are in right position.
But this doesn't mesh with the fact that he was a living and breathing Necrontyr, and he was the only Necrontyr in the Court of the Silent King who was against the biotransference. He told the Silent King that becoming Necrons will grant them glory everlasting but at the price of their souls.
