This works on most synthetic, non-porous surfaces, but if the permanent ink has been there for more than a month, there might be a trace left behind.

Just get a black dry-erase marker (pic related is the best brand) and scribble over the permanent marker, covering it completely, then wipe it off with a tissue. The dry-erase ink will break up the permanent marker ink and the whole thing will wipe away.

Obviously this won't work on untreated paper or anything else that's been saturated with the permanent marker ink, but if you have a plastic tub (or even a laminated piece of paper) it works great.
