Play a few practice games, substitute around until you're happy with what you have. Takes a while.

This is what I do when I need to decide which cards to cut out. I shuffle the deck, put it face down like you would when playing, and start drawing and revealing them one by one. Then you evaluate each card you draw this way. Is this something that I'm happy to draw in most situations? Is this something I want to draw at all? How is this early game, mid game or late game? etc. Figure out your own criteria and work from there.

A lot of flash creatures, especially the ones that counter spells (Venser Shaper Savant, Silumgar Sorcerer) or otherwise provide value (eg. that new merfolk that bounces a tapped creature on ETB). Token generators like Luminarch Ascension, Sacred Mesa, Heliod, Kjeldoran Outpost, Martial Coup, Decree of Justice. Cards you can play on your turn without feeling bad about it because of the value they provide (Stratus Dancer, Kheru Spellsnatcher, Perplexing Chimera, Mulldrifter). Things that can flicker or otherwise do something that causes an ETB (Resto Angel, Glen Elandra Archmage, Brago King Eternal, Aetherling). Then fun things like Parallax Wave, Séance.
I've seen people go full on token strategies, or full flash with Teferi Mage of Zhafir, Leyline of Anticipation or Vedalken Orrery paired with ETBs galore, I personally like a mix of the two.

Fun trick with Ephara, if she's active, Rapid Hybridization and Pongify become 3/3 flash creatures that cantrip for W. If Ephara's inactive, they just act as Pongify and Rapid Hybridization, which is still a terrific effect in Commander.
Hour of Need is also some pretty cool jank, you can turn your opponents' biggest threats into manageable sphinx tokens and upgrade your own weaker creatures into Sphinxes of your own that will let you draw a card. Similarly, Geist Snatch and Ojutai's Command are good counterspells for their ability to cause a creature to ETB.

Sure, why not. Ephara, the way I play her, is a rather slow control deck, so you can afford to run some jank at the top of your curve. When every threat or answer you drop cantrips, time is on your side. The downside is that my Ephara plays a ton of wraths and bounce-all-creatures effects, which would diminish the impact of something like Mirror-Sigil Sergeant.

I need to cut 10 more cards and I can't decide what they are.
I decided to move away from mana creatures except for Birds of Paradise and Joraga Treespeaker. I kept Devoted Druid and Gyre Sage though, since they can generate large amounts of G with Ezuri, and Plague Myr since he's both mana and an Infect creature.
I am just getting back into Magic after some 10 years, and the local group I'll be playing with really likes EDH. Problem is I don't have enough of my old cards to actually make a deck, so I bought one of the pre-made ones, Forged in Stone (deck list here :http://magic.wizards.com/en/products/card-set-archive/commander-2014/forged-in-stone).
My problem is the huge fucking Planeswalker card, Nahiri the Lithomancer. That big ass card is just inconvenient as fuck to carry. Is there a regular sized version I can buy, or a recommended replacement until I can put together my own deck?

what you need to do, is take the nahiri, rip it up.
take Jazal Goldmane from the precon.
Go get as many 0-3 mana white creature cards as you can (0 being ornithopter, phyrexian construct?, and memnite)
theres quite a few good ones with double strike and/or evasion like flying.
Make Jazal your commander, plains only for lands, only mana rock is sol ring, only other artifact is Skullclamp (both of which are in the commander deck)
play weenies on turns 1-3 and jazal turn 4. activate Jazal's ability turn 5 for lethal/near lethal.
The only thing you should add thats not a creature are MAYBE 1-4 fast anthem enchants and token making.

so my playgroup consists of an Esper Artifacts, Green monsters/fatties, UGB combo, and WR Aggro (myself). Of the three other decks, my deck can handle two of the three, but the combo player tends to win out in most cases because the group tends to be slow to set up, only the combo player ends up ahead the slower the game goes, obviously. I'm not one to tell people how to have their fun in EDH, but I am getting tired of every game ending with a combo just ending the game before any___fun___interactions happen, so I've started to take a look at what is enabling this combo deck to do what it does and looked for cards I could start packing to thwart some of it's wincons. While the group doesn't really do MLD, I've noticed that I need at least targeted land destruction, for nonbasics at least, because no one seems to understand why Coffers/Urborg is such a problem. I started packing From the Ashes and Ghost Quarter as a start, and I'd give that a few games to see if that ups my game a little.
From a threat assessment standpoint, is it correct for me then to always target the combo player?

Meren activates at the beginning of the end step. Then you discard down to 7 during the cleanup step, which is the end of the end step.

Yeah. It was a thing back in the day with Paradox Haze. That's still really good, by the way. Use Paradox Haze, a copy of the Haze, and Escape to set it up such that you only have an occasional vulnerable turn. You then use normal one-off fogs to break enemy attempts to crack into you on those weak turns.
It's actually really brutal and surprisingly hard to stop. Once it's running, it basically guarantees you a safe haven and lets you dedicate your time to just living to the safe turns, then doing shit what matters on those turns.
tl;dr: Escape is real good, play it.

Well, he finds Divining Top, Perilous Vault and Metamorph, which are all really valuable in different situations, and if he can't do that he still ramps me by up to five mana if he survives a rotation (Tutor Sol Ring, next turn double tap it and whatever other artifact mana I have on the field), I think he's a solid part of the deck.

I'm not running any X spells because I would rather be casting a ton of different stuff then dumping a bunch of mana into one spell. To that end I put in all the super cheap spot removal. Pognify, rapid hybidization, reality shift, etc.

Looking to spice up my shitty UR spellslinger deck with some of the new toys. Would it be in my best interest to swap out Melek for Mizzix? Should I include her in the 99? The deck is sort of optimized for Melek, as I have a "top deck matters" subtheme, and I'm not sure what build around cards for Mizzix would be. At the same time, the deck's major weakness is that it's kind of slow, and I don't know if having Mizzix as commander would help alleviate that.

I've been thinking of moving my deck in that direction, right now it's mostly MBC with lots of board wipes and dragon finishers. It works because my playgroup is more low-powered, and I like playing slow decks that build powerful engines with lots of mana.

Truthfully, the problem is that many of the old blue cards are overpowered as hell and they rectified their bullshit so no other color can ever really catch up.More over, I believe that Maro and R&D is making a mistake in the way they handle the weaknesses of each color, and the way they are restricting card advantage/card flow to just certain colors, when card advantage is such a crucial part of a TCG that, realistically speaking, every color should have access to it in some form.

ok well there are two things you should learn in regards to this.
the first thing is that abilities are indeed linked to creatures or permanents or what have you such as marath's x burn ability. but it doesn't work the way you think it does, because the ability will still work if the linked permanent dies. if for example there's a creature called chandradick that has an ability that says "tap chandradick: chandradick deals damage equal to its power to target creature or player" and it's a 4/4 creature, your opponent can kill chandradick in response to the ability before the ability resolves but it will still deal 4 damage even though chandradick is dead and doesn't have a power value. this is because when the ability resolves the game looks for the last known information of the creature before it died, which is that it had 4 power.
the second thing is how costs work. suppose you are the marath player. when you have priority and decide you want to deal 3 damage to something with marath, to put that ability on the stack you pay the full cost of the ability (which is everything before the colon) right then and there without anyone else being able to do anything. in this case that means that you pay 3 mana and remove 3 counters from marath. opponents can respond to the ability but they can't respond to you paying that cost. this is relevant in situations where you have a creature that has an ability like pic related. if you go to sacrifice a 100/100 goblin, they can't respond to that by bouncing it or making it smaller or killing it or anything like that. when you have priority and decide you are activating airdrop condor's ability, it's too late for them to do anything about it, that goblin is gone and there's an ability on the stack that reads "deal a billion damage".

Red and white both have the worst card draw obviously. White has a few, and mentor of the meek is amazing in weenie decks, but red is very limited. Wheels helps everyone just as much as you. Faithless looting isn't bad, but red doesn't have much gy interaction so it's either a waste of a card slot and mana, or very situational.
It bothers me that there's so many ways to play every color but red gets one-and-a-half, tops, and you need artifacts to help it.

With the new commander set, I have many Izzet and Simic cards that I want to have fun with. I think I'd like to make a RGU deck themed on mad magical science. Problem is: I don't like any of the commander options. I think Riku would fit thematically best of all, but I already have two decks themed on doubling things (and most my good doubling cards are already in those). Yasova Dragonclaw interests me mechanically: I could make a deck about stealing stuff and/or polymorphing stuff. It would even give me an excuse too run Assault Suit (I REALLY want to run assault suit and the various vows just for the silly politics of our group). It sounds like a lot of fun mechanically... but just...ugh... I can't bring myself to do it if I am running a Mongol barbarian lady at the head of a mad-science deck...

I have a deck for testing the waters. It's not too oppressive, but it's not super tuned. I can hold back with it if I have to, and I can put on some gas, too. If I see they're cool with whatever liken my main group, then I'll play one of my better decks. If they're more casual, then put comes Akroma tribal or something. I usually pull out Hanna control for high competitive.
Then there are times where I go all in because someone is a douche. This one time, I went with a friend to a store about an hour and a half from me. I was asking about EDH, and a few people said they play, and from the sounds of it, they were in that new stage of play where their 5 card combo was the shit, which is honestly great because they're 40k having fun. However, they kept talking about a guy with a great deck that always won, but he used proxies. I'm thinking, ok it's probably baby's first combo deck. No. This dude had a fully tuned and proxied Arcum deck that he was playing against relative newbies. He was the epitome of That Guy right down to the greasy hair, pube beard, and holier than thou attitude. He asked to play, and I of course accepted. Knowing what shit he was, I played my Bolas deck, which was just oppressive Grixis control. The first thing I did was tutor for Hinder (before tuck change), and he didn't disappoint. He tapped out for Arcum, and I proceeded to stick dragon dick up his ass until he scooped.
After that game, he didn't want to play with me. I enjoyed playing with the rest of the group, and they enjoyed playing against my Ashling deck. Don't be that guy.

I mean sure, it limits spells to spells that wouldn't be broken with snapcaster which isn't a limit at all in any way I can think of. Stone forge mystic lets you cheat equipment into play which is pretty specific in what it won't allow to be printed if it is unbanned in modern. What are you thinking of running? I like the crazy Izzet cascade and exile-then-cast-without cost, the simic enter-the-battlefield effects (things that Flickering Boat Ghost combo well with) and mono blue polymorph effects. Willbreaker would be a good complement to Yasova as well.
My thought is: steal things, turn the things I don't steal into swans/pigs/frog-lizards, and then do it all again or all at once with Izzet power!

Yeah, that's about the type of build i was going to use. Have some value sac-outlets to turn the things you stole into more things for you to cast (Evolutionary Leap or polymorph stuff) and make combat math impossible for the opponent. I was also going to include big Act of treason effects like domineering will or Reins of Power.
She seems like a really interesting commander, which is why i'm drawn to creating her.
Since Yasova's effect regards her power, you also gotta include some sweet equipment to make her big, so Her hitting for commander damage is a legitimate route to victory.
I use her in my version of Atarka Red in standard and no one sees her effect coming, it's very swingy.

Ticket famers usually sign up in groups and try to get into the same pod so they can win for free. Gang up on the outliers and then it doesn't matter. If it was a big Swiss round, then that is obviously more difficult than doing it in a side event.

Swinging for commander damage isn't much of a thing in my playgroup though. We have a houserule that the commander damage win condition doesn't count. This is to our benefit as one of our better players uses Ob Nixilis the Fallen to massive effect (Evolving Wilds + Ghost quarter + Wayfarers Bauble = a very cheap 15 damage and 15 counters in a single turn).

I agree with your description on taking out Visionary and Fade into Antiquity, the sorcery speed on fade is just bad, and Visionary could be taken out for a better utility creature or a mana dork.
Why Falkenwrath noble over Blood Artist? Does that have anything to do with The Night of Soul's Betrayal lock? Because I think Blood artist is probably still stronger even when taking that into account.

Mostly because of NoSB, though I will admit that was largely on accident. I couldn't find my stash of Blood Artists when I was putting it together, so I threw in a Noble.
As for the others, I just realized the deck's not fully up to date. I wound up cutting Visionary for Haze Frog because I was killed a second time by Sudden Spoiling. I still have not found a suitable alternative for Fade because frankly, there isn't one (outside of a 7 mana instant). Deglamer and Unravel are the closest things, but I've lost more than a few games because they just tutored and/or drew it back. I've thought about Praetors Grasp, but the problem there is that it forces me to be proactive when it is far better to be reactive due to multiple people playing the same thing. I'd rather stop what happens as opposed to what might happen.
The mana base is getting there. I'm entirely broke (yet), but I have to really justify $20+ on a single card, let alone $30-200. How would you fix it up?

I think Bojuka Bog is very strong, so is ghost quarter, I would also suggest strip mine. I am not a fan of Reliquary tower or Temple of the false god. because Temple is useless until past turn 5, and Reliquary tower's effect does nothing way more of the time then most people anticipate.
The rest of the lands should be some combination of basics or other utility lands. Phyrexian Tower is a popular choice, and your grim backwoods seems fine, even if it is fairly expensive. Crystal Vein is also good because of your Titania, and Titania is amazingly powerful.
That's a super tuned mana base, so it's unlikely that it's something you can just pick up, i'm still short a fetch or two in my 3 decks as well because money

The only filter I have is Sunken Ruins because I pulled it Eons ago. Unfortunately, Twilight Mire is one of the more expensive ones, actually THE most expensive iirc, at $35. Likewise, fetches and duals (especially enemy fucking duals) are so too expensive right now. Money was tight during Khans, and I didn't get to get sets of them, which is disappointing considering how high the spiked so quickly. I only hope they drop after rotation even briefly, but I'm not holding my breath.
I never found Brass/Confluence to be needed in dual color decks. It's an easy addition, but it seems like overkill. I'll consider it, though. Maybe give it a whirl.
I have Bog in there. No sense not running it in black. Temple of the False God is rarely disappointing, and has been beneficial far more than hindering. It does happen, though. Green has the benefit of ramp, thankfully.
I didn't include Reliquary Tower at first, but I found myself with an excessive grip far more than I had anticipated, so in it went. It's kind of the opposite of the norm I guess. Grim Backwoods doesn't get much use, but I'm glad it's there when it does.
Tower is on my list of things, but I've never seen one in my shop. I need at least two, sadly.
