The people who compare things like braces or corrective plastic surgery for disfigured children to footbinding are morons, because more often than not such treatments are designed as much with the practical functionality of the organ in question in mind as with aesthetics. But seriously, even in third world countries corrective surgery, a cleft lip is a pretty mild result on the deformity draft lottery.
