He is ultimately the architect of several bad situations when he lets his ego get the better of him and does in fact Rob a few innocent people, but most of the other people he meets all try to take advantage of him, making him out to be more victem than villain. In the end Cervantes portrayel of Chivalry is more whistful than negative.

One thing I liked about Pillars of Eternity was its interesting interpretation on paladins, who get more powerful if they act in a way that's expected of their order.
There's the Kind Wayfarers, who are basically a charitable organisation of paladins who scale with benevolence and altruism.
The Goldpact Knights, Paladins for Hire, who scale with rationality and professionalism,
The Shields of Saint Seretta, originated as bodyguards for an ambassador and scale with diplomacy.
The order I find interesting are the Bleak Walkers, who might be considered a bit edgy but I find them interesting regardless. Basically they do the Genghis Khan thing and be as merciless as possible so they can force a surrender wherever they go.
I forget the last one, but If I recall correctly they gain their powers from being affable and lively, as they originated as bodyguards of a merchant family.

You know, I've actually got a very different image of what Blackguards are like from how that cap describes them.
I've always imagined a Blackguard as being a paladin who's been traumatized, either through torture or just seeing too much shit, and lost that understanding of where the line is drawn.
He's still, at his core, a good guy; he wants to do good, he wants to still be the paladin, he still has at least basic morals. The problem is that he's completely lost his ability to see when enough is way too far. His intentions are good, but his methods are too extreme, or too brutal, or uses dark powers that ultimately cause more harm than good.
In this scenario, a Blackguard wouldn't kill a child, because he still wants to be a good guy, and good guys don't kill babies. Like, picture a child being told to not pull at people's hair.
On one hand, rules can be taught with fear (if you do that again I'm going to punish you) and it's effective in making them not do so as to avoid said punishment. That's one way to get the point across.
On the other hand, you could attempt to make them understand why pulling hair is bad. This could be done by pulling their hair, sure, but for the sake of the argument we are focusing on other ways to teach empathy. This empathy allows the child to know why not to do it: that is a person, they don't want pain so I won't hurt them.
Now apply that to laws. Like you mentioned, some traditional ways of life are display a distinct lack of empathy. Perhaps originating from misguided "fact", but obeyed out of fear as of today. Such problems are what will cause a person to form opinions, and eventually a moral code.

It also works well to show the differences between different tiers of heroes.
Rorshach is a street level hero. He beats up thugs, drug dealers, and hookers, but doesn't have any powers to cover an entire city to any practical degree or deal with threats that could level a building with their bare hands. On the other hand, he really has no enemies other than street thugs and his own mental instability. Maybe he had one or two serious villains, but they were probably at the level that batman villains would make fun of them for being weak and ineffectual.
Ozymandias is a superhero. He has powers that can run circles around normal people, can predict the trajectory of bullets, and would be a serious threat to some of the more serious villains that would likely show up in a superhero universe. He has to look at things on a bigger scale than just a handful of thugs on the street. He looks down on the rest of humanity as merely normal people who need guidance, and he has a plan to give it to them. A small handful of people dying is absolutely nothing in comparison to the good of the planet as a whole. On a street level, his actions are horrendous, but when you zoom out, you don't see the pieces, you see the chessboard.
Rorshach's viewpoint in the story was never wrong, it was just narrow. For all his talk of seeing the dark side of society and being willing to stand up for his ideals, he willfully blinded himself to the greater picture just so that he could maintain his black and white viewpoint. Within the confines of a street level hero, he's a paragon of justice and conviction, which is why many people want to emulate him in characters. I suppose, but from my point of view Rorshasch is supremely ineffectual character. In fact, he's actively emotionally destructive to everyone who's around him. He doesn't change anything, he doesn't help anymore, he generally just makes things worse.
My main problem isn't people thinking on a smaller scale or being able to see that Veidt was capable of horrible things, it's the number of people that seem to forget that Rorshasch was a terrible person to want to emulate.

To say that the paladin is not bound to a strict set of rules that are immutable is not to say that they do not walk a strict path; indeed, the paladin knows there is only ever one perfect solution to each problem that existence is drowning in.

That's the basics behind the idea of a BBEG. Someone who the party can beat up to solve at least one major problem, usually multiple ones. One person dies, world saved, credits roll, everyone goes to camp out in the corners of taverns until the next generic threat shows itself.
In the real world however, you can't make a realistic difference running around the streets in a tacky costume punching people. There was a short period of time where people tried, and a few major cities in real life had some costumed vigilantes running around. News wouldn't shut up about it. Then reality set in, some people were hospitalized, and pretty much everyone packed up their yellow-painted kevlar vests and went home.
Rorshach is the guy who didn't pack up and go home, because he still thought that he could accomplish something that way. He might have actually made a major difference in a few people's lives. Maybe with a drug dealer in the hospital with a cracked skull and a broken leg, some kid was able to kick his habit and do better for himself and his family. Maybe the gangbanger who he beat bloody was on his way to mug someone who would have been shot in a robbery-gone wrong. Who knows?
But he didn't make a difference on a macro level. It's like dropping a pebble in the ocean.
Like I said before, that's not really wrong, trying to save the world one bad guy at a time. I can't remember a time I played a paladin who tried to enact sweeping social change to benefit the underprivileged and tackle the root causes that led to people pursuing Evil ambitions. Rorshach is just trying the Smite Evil approach without any divine backing, although his personality and mannerisms leave much to be desired.

The Paladins of Fear, known also to some as Dreadknights, are the servants of the god called Noc.
Noc is the god of fear, horrors, nightmares and terror. For some reason however he is different in that despite the elements that would qualify him to be a member of the evil gods such as Bane, he is also a god of justice and tenacity against the nightmares that haunt the mortal realms. Although his tenets are spreading fear, he also adds that only those who do evil are to experience these. The Dreadknights themselves do not succumb to fear. One wonders what their trainings include that they are the stone cold individuals they are.
Noc's Paladins differ from those of other gods in certain aspects. While Paladins are courageous, the Dreadknights literally fear no evil, for they are fear incarnate. No horror, either material or supernatural, cannot break them. Whereas even the most strong-willed adventurers break in fear, the Dreadknight casually walks onwards. While normal Paladins resolve certain situations with diplomacy, the Dreadknight will simply induce pure fear in the hearts of evil creatures. Even if those are demons or eldritch monstrosities, none is beyond Noc's grasp.
The creed of the Dreadknights is that only in through overcoming their fears can they see that for what they truly care. This implies that many of these individuals experienced personal tragedies that prompted them to don their obsidian black armors and regal blue capes and become the ones who strike fear into evil. Despite the aura they radiate, these warriors are as heroic as their counterparts serving other gods, and will stand guard against the evils in mortal hearts and the horrors that would blast a mortal's mind into oblivion and hurl him into the abyss of insanity.
